@NATO's four-phase crisis response strategy:
- nothing is going to happen.
- something may happen but we shouldn't do anything about it.
- maybe we should do something about it but we can't do anything.
- maybe there was something we could've done but it's too late now.

Possibly the worst idea ever. Russia is having enormous difficulties waging a war on one front, so there’s only one likely response to provocations elsewhere.
